The Site

The site is located to the south of Whetstone, adjacent to Miller Homes approved 115-home development and the built-up boundary of Whetstone and the Whittle Estate – a Key Employment Site. The site is bounded to the west by the M1 motorway and bordered by the A426 (Lutterworth Road) to the east and Countesthorpe Road to the south. Miller Homes separate planning application (25/0532/FUL) for 115 homes was approved in June 2026.

If approved, the site would create a sustainable extension to the existing built-up area of Whetstone and look to integrate within its surroundings.

Location

The site is located within the countryside for planning purposes but is proposed as an allocation for residential development in the new draft Local Plan, please see below for more detail.

The site is also in close proximity to the A426, M1 and wider Strategic Road Network, providing connections that makes it a sustainable location for growth. It is within easy access of local shops, schools and public transport.

Planning Context

Blaby District Council has recently completed its Regulation 19 consultation on the Blaby Local Plan 2025 – 2042. The Local Plan identifies and allocates land to set out how future housing, employment, infrastructure and community needs will be delivered across the district over the next 17 years.

Land south of Whetstone (draft Policy S12) is identified as a draft allocation in the Blaby Local Plan 2025 – 2042, to deliver around 760 homes, alongside community facilities, local transport improvements and space for employment opportunities. The wider draft allocation comprises Miller Homes approved 115-home scheme, these proposals and a separate David Wilson Homes site.

Whetstone is designated as a ‘Larger Village’, which is the second tier of Blaby District Council’s settlement hierarchy, making this a suitable and sustainable location for development.
